When it changes the price
Post-FIRM buildings in AE/VE, or pre-FIRM buildings where you want to rate using elevation. Lowest floor vs BFE is the math. A garage under living space has rules. Enclosures matter.
When it does not magically save you
If the house sits below BFE, the certificate will not invent height. Private flood models may use it, or may use their own catastrophe model. Bring it anyway.
Closing and loans
Some lenders and residual property files want flood proof plus elevation. Order it when you go under contract if the zone is AE or VE. Do not wait for the last-hour binder.
