Last resort means private first
Florida built Citizens so it would not compete with a healthy private market. In practice that means a new-business file is supposed to look for private offers before residual paper is the answer. If a comparable private policy is available, the household generally does not belong in the residual market.
“Comparable” is doing a lot of work. It is not “identical.” It is a coverage-and-price test that the state and the residual market define, and that test moves. A 5% hurricane deductible vs. 2%, an ACV roof vs. replacement cost — those details decide whether an offer counts.
The Clearinghouse, in plain language
Florida uses a clearinghouse process so residual new business can be shown to private carriers that might take it. If a carrier issues a qualifying offer, that is often the path the file is supposed to take. If nobody does, residual paper may be what is left.
This is not a coupon site. It is a statutory filter. Timing, complete roof data, and an honest claims history change the result. A file with a mystery roof year will not clear cleanly in Miami-Dade.
What usually blocks a residual application
An existing comparable private offer. A house that is vacant when the form requires occupancy. Unrepaired damage. A roof the residual market will not write at that age or material. Missing flood coverage when the zone and the form require it. Citizens is a property residual market, not a way around a flood mandate.
Commercial and habitational buildings have their own residual rules. A Doral fourplex is not a Palmetto Bay HO-3. Do not assume the personal-lines story applies to a building you rent by the door.
Renewals are not automatic membership
A residual policy can still be nonrenewed or pushed toward a takeout when private capacity returns. Keeping the same account number is not a right to stay forever. If the private market will take the roof at a comparable price, that is the system working.
If the private market has left your zip again, residual paper may still be the only roof. That is a Miami-Dade fact in some years and not in others. The file has to be re-read, not remembered.
What to have in the folder
Four-point or roof inspection, permit history, photos, claims list, flood zone, and whether you live in the house. Residual underwriting is picky because the whole state sits behind the risk. Incomplete files stall. Optimistic files decline.
A home quote on this site still starts with private markets. Eligibility for residual paper is a later, factual conversation about that specific house — not a product we advertise.
